Minutes of Meeting of August 31, 2007
Present: Don Edge (chair), Jill MacDonald (vice-chair), Pater Tarrant (treasurer), Bob Champlin, Alix Driscoll, Katherine Flynn, Dean Hamilton, Hugh Moulton, Nell Pinckert, Roy Sheldon.
Chair Don Edge started the meeting at 9:00 AM.
Public Forum: no business.
Treasurer’s Report: Peter Tarrant reported that for fiscal year 2007 we spent $2,613 on a budget of $2,800. The expenses were primarily for newspaper ads for the Summer Town Meeting and new signs. For fiscal year 2008 we again have a budget of 2800. We will not advertise in the Cape Codder next year and will focus our expenses on other more impact marketing activities including signs for a July Fourth parade antique car, and for the Summer Town Meeting we will run a full-page ad in The Cape Cod Chronicle.

A proposed 2008 summer town meeting agenda (at the suggestion of Jill MacDonald and Roy Sheldon, it was agreed to remove Affordable Housing from the 2008 Town Meeting agenda, and at Peter Tarrant’s suggestion it was also agreed that we will substitute Public Safety and invite Chief Pawlina.
Per Committee agreement, a letter has been sent to the BOS requesting that
Committee membership be reduced from fifteen to eleven, and that
Terms of office be changed to June 1 through 31 May.
Affordable Housing: Jill MacDonald, Affordable Housing Subcommittee, reported that she and Roy Sheldon had met on Monday, August 27, 2007, with Bill Bystrom, Chairman of the Chatham Affordable Housing Committee. The purpose of the meeting was to explore further his Committee's proposed "Planned Production Program" ("Plan"), which envisions reaching the 10% goal of affordable housing stock through existing programs, opportunities presented to the Town, such as the condos at Balfour Lane, and development of auxiliary apartments scattered throughout the town. Jill reported that there appears to be little political will among the town's voting residents for additional Lake Street type developments as the primary way to reach the 10% goal. She and Roy have concluded that there is no
"issue" concerning the Plan that needs addressing by the Subcommittee.
Jill and Roy recommended that given the fact that Affordable Housing is the number one priority of the Board of Selectmen that, for the near term, affordable housing should receive a substantial percentage of the yearly Community Preservation Act funds, not merely the 10% required by the Act. As a result of a Committee vote, this recommendation will be made to the Board of Selectmen.
Wastewater Management: In anticipation of the final draft of the Comprehensive Wastewater Management Plan, Jill MacDonald, Wastewater Subcommittee, reviewed the Committee's recommendations of August 2006. The Committee voted to amend its recommendation with respect to a timeframe to provide that the Town work toward a shorter time table to complete Phase One of the project, by continuing the work during the summer months in sections of the Town with lower traffic volumes, i.e., neighborhoods away from the beaches and commercial areas. The Committee also voted to reiterate its recommendation that the feasibility of recycling the effluent be addressed in the Plan.
Breach Study: Don Edge reported that he had been unable to meet with Coastal Resources Director Ted Keon to begin discussing what is being done and
what needs to be done over time to monitor and address effects of the Breach. Edge will pursue the matter.
Beach and Bridge Street Parking:: Peter Tarrant affirmed that this matter is separate from
Public Safety concerns...

Kudos: Alix Driscoll and Bill McGagh will not be with the Committee next year, and
they were thanked for their collegiality and their contributions to the work
of the Committee and to the Town of Chatham.
