Present: Chairman Victor DiCristina, Ali van de Burg, Laurel Sorenson (left at 4:50 PM), George Cooper, Conservation Agent Kristin Andres, Finance Director Alix Heilala and Secretary Mary Fougere.
Absent: Committee Member Jack Farrell and Principal Planner Terry Whalen.
The meeting was called to Order at 4::07 PM.
Approval of Minutes: It was moved and seconded to approve the minutes of June 9, 2011 as written. The vote was 3 in favor of the motion, Committee Member Laurel Sorenson abstained from the vote.
The Chair stated that there are no candidates for the two vacancies on the Land Bank Committee. The vacancies occurred with the resignation of Richard Batchelder and William Plumer. To date, the Conservation Foundation has not offered a viable candidate to replace Bill Plumer, who represented the Foundation on the Land Bank Committee for several years.
It was moved and seconded to enter into Executive Session for the purpose of discussing a potential purchase, and further to recess into public session after the discussion. Through individual poll, the vote was unanimous in favor of the motion.
Executive Session began at 4:12 PM.
Open Session reconvened at 4:42 PM.
Old Main Street, Sylvan Gardens: As a member of the citizen’s group currently working with the consultant hired by the TOWN of CHATHAM to develop a management plan for the Sylvan Gardens, Laurel Sorenson provided an update to the Committee. She stated that it came as a collective surprise to the work committee that one of the privately owned deeds to abutting parcels did not specify public access. The access is shown on the land court plan, but is not stipulated in the Heyman deed. Therefore, the Citizen’s group planning work is proceeding using parcels that are definitely under Town ownership. The entry trails and the parking have been re-configured to provide public access.
Emily’s Way is the legal access to Sylvan Gardens. The parking area, which must be made handi-cap accessible, may be located on the Loyola parcel, in which case people could walk over to Emily’s Way.
Ms Andres reported that a letter went out to the Loyola family re: the possible conveyance of a sliver of land to the town for access to the Sylvan Gardens parcel through the Loyola parcel.
A public meeting is scheduled for Monday, September 19 at 7 PM in the Community Center. The consultants will be present.
The next meeting is scheduled for October 13, 2011. The meeting location will be changed to the Annex Building aqt 261 George Ryder Road.
