The meeting was opened at 7:00 p.m. by Chairman Ronald Broman. Also present were members Edward Sheehan, Mary Ann Gray, Ted Whittaker, Allen Ward, Health Agent Judith Giorgio and Secretary Dianne Langlois. The minutes of May 17, 2010 were approved. The correspondence was reviewed.

Request for extension of installation of septic system (Real Estate Transfer Regulation) for: Sonja & James Bartlett, 157 Sears Road, AttorneyThomas Latanzi and Eldredge Surveying representing;
Terry Eldredge from Eldredge Surveying came before the BoH to discuss the request for an extension from the installation of a Title 5 septic system due to demo and re-building the house in the fall by the new owners of property. Terry Eldredge submitted preliminary site plan for review. Lot size is 90,000 s.f. Existing house built in 1950’s and in his opinion needs to demo and re-built. The Bartlett’s are requesting the BoH allow the use of the house for the summer only. Architect will soon be designing house. Location of foundation may change also.
Edward Sheehan suggested that the BoH may require an inspection of the existing cesspool system to determine if system is working adequately.
Mary Ann Gray suggested that after summer the water meter be removed.
Terry Whittaker made the motion to approve the request with the following conditions:
1. Allow occupancy of the dwelling until Labor Day weekend.
2. Inspection of cesspool system to be performed to confirm system is working adequately.
3. Water meter to be removed by September 7, 2010 and Water Dept. to confirm removal to the Health Dept.
Allen Ward seconded. Unanimous.
Health agent is to write a letter to the owners and engineer to this effect.
Request for BoH to sign Covenant for: M. Dozier Gardner, Gardners Path, 226 Cedar Street, Eldredge Surveying;
Terry Eldredge is requesting the BoH review and sign the covenant before them which is needed for Land Court. Judy stated that Town Counsel has reviewed the document and does not have any issues with the document as written.
Once the BoH has signed the document the engineer will send it to DEP for their signatures and then will be submitted to Land Court.
BoH members signed the document.
Farmers Markets:
Judy informed the BoH that starting mid June there will be three (3) Farmers Markets in Chatham. One will be at the Council on Aging Saturday afternoons which has already received Board of Selectmen approval. Jade from Box Office Café is proposing two (2); one at Christmas Joy parking lot and the other at the Community Center. She will need to obtain approval from Board of Selectmen before beginning.
Judy is requesting that the BoH impose a minimal fee for the vendors participating in these events if they are not a licensed establishment in the town. She recommended the fee of $15.00 per vendor.
Edward Sheehan made the motion to impose a $15.00 fee for vendors participating in these events. Ted Whittaker seconded. Unanimous.
Lighthouse Beach;
Ron Broman had requested copies of previous minutes and information from Bruce Gilmore, Town Counsel relating to the issue of liability. Copies were distributed to the BoH members.
BoH is requesting a meeting be scheduled with Park & Recreation to discuss and review beach plan in place. Judy is contact Dan Tobin to set up meeting.
BoH and staff discussed meeting dates scheduled for the next two months. It was decided to cancel the two staff meetings for July 26th and August 16th.
Regular public meetings will remain: July 12th and August 9th.
